Busia Municipality MP, Hon Godfrey Macho questioned why majority of oil and gas technical institutes are in Western Uganda.

“The Board should advise the Ministry of Education to spread oil and gas institutions across the country,” he said adding that, “why do oil companies like Shell reject working with students examined by UBTEB? Are we not having required certifications’?” Macho wondered.

The members of the Parliamentary Committee on Education and Sports were carrying out an oversight visit to UBTEB on 20 August 2021.

The Chairperson of the Committee, Hon. John Twesigye said unequal distribution of technical institutions in the country is a very important issue that should be addressed.

Hon. Jane Awici (NRM, Kaberamaido District) raised concern over the mushrooming technical institutions, saying that majority are tainting the image of the authentic government institutions.

“Many institutions are now claiming to be examined by UBTEB and yet after three years of studying, one has no documents. Have you ever investigated such institutions?” Awici asked.

The Shadow Minister for Education, Hon. Brenda Nabukenya advised UBTEB to take lead in streamlining of technical education, saying that there is currently duplication of services, especially with Kyambogo University.

“Kyambogo runs a fully fledged faculty of technical studies. Is this not duplication of courses,” she wondered.

The Chairperson of UBTEB, Silver Mugisha reassured MPs that technical institutions are equally distributed, adding that these institutions benefit all Ugandans, irrespective of their location.
“These institutions are for all Ugandans; it does not mean that when they are in Masindi, they should only be attended by those in Masindi,” Mugisha said.

He added that the institutions are established in a specialised way, pointing out some of the institutions (Bushenyi technical college for manufacturing, Kichwamba for manufacturing, Elgon for road construction and Kigumba for oil and gas, among others).

Mugisha asked the MPs to streamline the issue of universities assessing courses that are supposed to be assessed by UBTEB.

“This tends to create a little bit of mixed reactions in the industry. That area needs to be streamlined and I hope this committee can help us address that area,” he said.

He added that the absence of a compelling mechanism to ensure cooperation between training institutions and the work industry impacts negatively on the assessment of students.
“This is something that should be included in the legislation. It should be mandatory for government institutions to receive these students for industrial training to enable proper assessments,” he said.

Mugisha added that Ugandan students are rejected by foreign companies because they doubt their capacities, since they are not properly assessed.

The Board Executive Secretary, Onesmus Oyesigye appealed for allocation of Shs26 billion towards the construction of an assessment centre for the Board.

“Initial start-up of Shs4 billion was allocated for financial year 2021/2022 and we thank Parliament for this achievement. The Board will be grateful if it is housed in the modern state of art assessment center, well equipped with workshops,” he said.

Maud Kamatenesi, a Board member and Vice Chancellor Bishop Stuart University urged government to encourage women and girls to enrol in technical institutions.
“We need more women because there are jobs for those with technical skills other than looking for white collar jobs and they instead end up jobless,” she said.

Watchdog understands that the founder of the National Unity Plaform, and executive congress members have hatched a grand plan to dissolve Bobi Wine’s three men executive using the original party constitution.

This grand plot comes as the result of the alleged fraudulent manner in which a few individuals appeared in Kakiri at an extraordinary delegates’ conference of NUP where even when they were not qualified for the same.

Our extensive investigative team concluded Bobi Wine and his team duped the entire National Unity Platform leadership and all Ugandans into a sham struggle which has since been discovered to be Mr. Museveni’s mega plan. Museveni has gone ahead to plant his moles in top NUP rank and file, to further weaken the opposition since the big man from Rwakitura hinted onto his plan to have reached 2021 without credible opposition force. It is on record, while President Museveni was campaigning in Hoima when he bragged to have finished the opposition come 2021.

Going by the look of things, the meeting which was held in Makerere University last week involving top National Unity Platform officials of the National congress and used and dumped brains behind the formation of the people power movement a grand plot was hatched which will see the Kamwokya based leadership in limbo.

It has been since established that David Lewis Rubongoya,Fred Nyanzi, Sentamu,Bobi Wine and Nakawa East member of parliament Joel Senyonyi fraudulently smuggled and swapped the original party constitution in terndem to create one which would give them abnormal powers to run the party without nearly giving accountability to anyone which has since sparked off a lot of concern not only to the National Congress members but also to the Electoral Commission hence setting up an inquiry into these fraudulent characters.

National Unity Platform part having been in existence for 16years as National Unity Reconciliation and Development Party (NURP) its name was changed in 2019.28. August, without the participation of Bobi Wine, which couldn’t in normal senses warrantee Bobi Wine and his colonies to tamper with the documents of the party without really going through the right procedures which exposes him into the hit maker of those years “kiwani”.

“Payback time “.Our foot soldiers have stretched up their cameras to dig up more about Bobi Wine and his fraudster characters and established that he never only duped NUP members and Ugandans alone but also his diaspora supporters and foreign funders of millions of shillings in his sham struggle which he has since abandoned and never talking about it the way he used to.

UNN’s Kimbugwe has always decried the manner in which Ugandans get excited more without really focusing on the gesture of the matter at play and rather become critics of those who expose and talk about the impunity of some populists. When Gaetano Kaggwa had sex on live TV broadcast in Big brother South Africa, Ugandans welcomed him as a hero when he returned to Uganda. When Alhajj Nasser Ntegge Ssebagala (RIP) was arrested and charged for dealing in fake Dollars in the United States of America, he returned to Uganda on a red carpet welcome and his fraudulent characters earned him a name, which saw him become the Mayor of Kampala capital city under his campaign sloganeering of “Buli omuaddeyo n’akavera”. It should be recalled that during his campaign rallies so many truthful Ugandans lost lives due to excitement on sloganeering rather than ideological based programs.
At one point the late Ssebagala as mayor Kampal Capital City took Ugandans by surprise when he fraudulently took over Kampala Capital City property located in Nakasero in the neighborhoods of Okello house. It is such a surprise that when it landed into the ears of the city councilors, in one of the council sittings, upon being grilled by the errant Councilors of that time Ssebagala vehemently put it out that the property had been given to him by President Museveni as a token of appreciation which hungered the city councilors and his voters in Kampala leading to his forceful eviction from the city property, Ssebagala is one opposition figure who has ever had a chance to have a ride in the presidential limo on Kampala streets seated just next to the fountain of Honor His Excellence Tibuhaburwa Yoweri Kagutta Museveni.

Today when Bobi Wine illegally swaps his party constitution Ugandans and those supporting him will cheer him up when it’s on record that he played Boxing at the floor of parliament when the constitution of the Republic of Uganda was constitutionally being amended.
We can authoritatively report that Bobbi Wine’s foreign funders are extremely bitter with him and his colleagues for duping them with a hoax opposition forces like that of the late Ssebagala which saw him have a ride with the person he claimed to have been opposing. News also reaching us has it that the diaspora teams are distancing themselves from the Kamwokya based leadership due to lack of accountability and transparency which has not only affected party activities but also stunted building up party structures.
Good mobilization scheme and teamwork has since drawn most of the strategists of people power diehards to the Kibalama side sighting the need to play the game by its rules which the Kamwokya based team doesn’t seem to appreciate .

Ssimbwa Paul Kagombe and his close allies have made sure they reach out to the less known but influential strategists who also were used and dumped by Bobi Wine who have since declared their allegiance to the outspoken former secretary general of NUP, having been convinced by the documents at his disposal that really Bobi Wine, Rubongoya and team are just mere imposters who should be expelled rather kicked out of the party leadership and chance given to them to stare the party to forward.

Sources clearly intimated to us that the next coming days it won’t be normal business as usual but rather a new tsunami of sort. Bobi Wine and his allies must prepare to face off with their own bosses of NUP and those that they climbed up onto and then dumped them in that short time due to greed, intrigue and uninformed way of doing things
It has been exclusively established that the entire team of people power movement members and the National Unity Platform are not ready willing to be used by Kyagulanyi and his team as it has been with other leaders of other political parties but rather they will side with anyone who lives to protect the prime guiding instrument of their party.

Bobi Wine has been seen from time back hobnobbing with the regime apologists to the extent that the famous Tundra pickup parked at Arua regional police station was gifted to him by former police boss (IGP) Kale Kayihura which has since been discovered to have been an exhibit impounded and parked at CID headquarters Kibuli hence not being able to claim it from Arua since he doesn’t have its documents to show ownership.

We can also reveal to our readers that the so called armored land cruiser which became so controversial was gifted to Bobi Wine by the regime mafias after a game well played in the January 14th elections. Ugandans wake up and decide your destination rather than following people who are seeking fame and money for their families not necessarily the agenda of liberating Ugandans for a broader cause.

Bobi Wine and his team have been exposed since the traversal arrest of the Turkey based blogger Lumbuye who has always preached hate and lies to the world, sighting the lies about the death of Kabaka of Buganda Ronald Muwenda Mutebi, insulting the Nabagereka of Buganda, insulting the Katikiro of Buganda and the controversial air out about the late Archbishop of Rubaga Spriano Kizito Lwanga after his sudden demise.

Zakaria used to frequent a small drinking joint near his home where he met other people with similar working patterns. They talked about life â€" work, the partners they once dated, how their children were turning out and generally reminisced about the good old days. Once in a while, they talked about their pending retirement, which is euphemism for retirement benefits from the National Social Security Fund (NSSF) or gratuity payments.

Business ideas were floated. Every business idea that was discussed, like all businesses, was profitable on paper! Soon, Zakaria was blaming himself for having worked for all these years. Had he resigned a few years earlier, he would have been a billionaire by now. He kept on remembering the good old adage of better late than never. Zakaria withdrew his benefits and went straight into business.

Kampala’s dealers identified a truck commonly known as Magulu Kumi (10-tyre, 25-ton truck) for him. Zakaria was to earn Shs1.5m every week. The Magulu Kumi was of course old and needed a few repairs, new tyres and such other stuff. He was excited. This new business was to pay more money than he had ever earned.

A driver was identified and his assistant (turn boy). Things were good. Zakaria started earning his promised Shs1.5m every week. His buddies at the drinking joint celebrated him. After about three months, Zakaria started getting more stories from the driver than the weekly Shs1.5m. He fired the driver and hired another one and the pattern continued. Eventually, the business collapsed.

If you don’t know any Zakaria, you haven’t been keen enough. According to studies by NSSF, most people who get their retirement benefits lose them within two years. The major reason is because, like Zakaria, they get into businesses they have no ideas about.

The good news is that the president accented to the law that allows midterm access for NSSF savers. So if you are 45 years or older and you have saved for 10 years with NSSF, you now qualify to access 20% of your savings.

Why is this good news? If you are planning to retire say at 60 or even 55, you can now withdraw this money and use it as your entrepreneurship tuition fees. I don’t mean enrolling for a degree in entrepreneurship rather to start the business you want to do when you retire. Start the business now and use this 20% to learn the ropes of the industry you have joined.

Whatever business you start, there will be stuff to learn, unlearn and relearn. They are never identified through preliminary studies and when you are writing a business plan. Since to most savers 20% won’t be a lot of money, that is even better. When you start small, you are able to learn and then grow the business. So 10 or 15 years later, when you withdraw the other 80%, you would have learnt how business works. You may even have started and closed several businesses until you found one that works for you.

The majority of businesspeople start many businesses until they settle on what works for them because naturally some businesses will work while others won’t.

This idea of 20% is great because it teaches savers what they never learn at school and during the time they were working, which is handling money and basically running a successful enterprise. It is different working as a business manager or financial manager in other people’s businesses than when the business is yours. Sometimes big companies and organizations can absorb some losses, they can move money from one market to another and ensure that workers and creditors are paid. They also most times have systems that work that have been established over the years. When it is your business, you have to set up the systems and become the shock absorber when the road gets tough.

So in 10-15 years, the person who used their 20% NSSF money to start a business, would have picked lessons and when they qualify for the other 80% they would certainly know where to invest it. That way, NSSF savers won’t become part of the usual statistics of majority of them losing the money in under two years. There is something they usually don’t say â€" most people who lose such money also die within five years. The reason is because they haven’t mastered the art of being shock absorbers.

Releasing the results at State House Nakasero, the UNEB Executive Secretary Dan Odongo said a total of 98,392 candidates registered for the 2020 UACE examination from 1,952 Centres.

“At least 41.1 percent females did the exams. The female candidature is much lower than the males.The numbers of candidates have been fluctuating over the years, but more and more students are registering are staying in school and undertaking the exams,” Odongo said.

He also revealed that the female candidates outshined their male counterparts in the exams.

“Female candidates performed better than their male counterparts in Arts, Mathematics and Physics. Male candidates were better in Agriculture, Chemistry, Biology, Art and General Paper. Generally, the females performed better than the males,” Mr Odongo noted.

“Cases of malpractice have remained quite low. The board has withheld some results, and they will be given a fair hearing.”

Meanwhile, a total of 796 candidates failed the exams totally.

“At the minimum two principals level required for university admission, 68,013 candidates (69.8 percent) which is 2290 more than in 2019. Incase where one principal and two subsidiary passes levels are considered for admission to other tertiary institutions, 89.3 percent of the candidates will qualify,”Odongo said.

On Saturday evening, a nude video showing a naked man resembling Lwasa leaked online and it has since gone viral.

The video shows a man lying on the bed, with a phone in his hands whereas displaying his ‘small’ manhood.

However, according to the Masaka based businessman, the footage was just edited with an intent of tarnishing his name.

The medical should actually start from the top, downwards. Officer Cadets can be spared because they are usually undergoing or have just completed a rigorous training that involved a lot of physical exertion.

In fact, the medical is also needed for all people like me who are above 40 years (I have done it too and spotted some cracks in my once invincible system and immediately taken some actions to stop the cracks from becoming crashes). The evaluation should include:

History
â€" Physical activity levels: Do they achieve at least 150 minutes of moderate intensity physical activity in a week or 75 minutes of high intensity/anaerobic activity. Higher rank officers are likely to operate as arm-chair soldiers hence a substantial reduction in physical activity levels, some of them becoming very very sedentary

â€" Diet: Is their diet high in saturated fats and refined sugar, with above average servings and low in fruits and vegetables? This naturally happens as disposable income increases in Uganda, while it is the reverse in Europe.

â€" Habits: Are they actively involved in some dangerous habits (some of them common in the military), specifically ‘dangerous alcohol taking’ (more than 3 standard drinks a day or massive binges, cigarette smoking, regular high-calorie snacking with ‘carbohydrate and fat cravings’

â€" Mental Health: Have they recently experienced severe stress, or past stresses that have created anxiety, sleep disturbances, compulsive behaviours, substantial mood changes, PTSD, or depression? Do they use any opioids, weed, or related substances?

Examination

-BMI: Is their BMI (the ratio of their weight to the square of their height) above 25 and if so, is it above 30 (very bad)? This is not uncommon in arm-chair soldiers

-Waist Circumference: A measure of abdominal obesity, which is a more deleterious form of obesity because it means that large amounts of ‘hard-to-burn’ fats are resting in the abdomen and these same fats love to rest in the vessels. Sometimes it is quite obvious from the size of one’s abdomen. It should be measured using the ‘nutritional waist’ not the ‘anatomical waist. A measurement above 94 is not good and above 100 is very bad; sometimes they assess the waist-hip ratio

-BP: Any blood pressures that are consistently at or above 140 (systolic) and 90 (diastolic) after several measurements should ring an alarm bell. 1 in 4 Ugandans has hypertension and the percentage increases substantially after age 40

-ECG: Using an ECG machine, physicians look at the electrical activity of the heart to detect ‘silent’ heart disease especially thickening of the heart muscle (e.g. from long-standing high-blood pressure and quite common in middle aged people in Uganda), clues on blockage of key blood supply lines to the heart muscle or whether the heart muscle is completely grid-locked, and signs of abnormal heart rhythm (arrthythmias, which are quite common in Uganda)

â€" Exercise tolerance: Not mandatory and if done, it should be with extreme caution as several officers could drop from serious exercise intolerance

Blood work-up

-Fasting blood fats (or lipids) to check for levels of bad-cholesterol vs good cholesterol and total cholesterol

-Fasting blood glucose (values above 6.0 are not good and above 6.9 are quite bad

-Hemoglobin A1C (or glycated hemoglobin) as a measure of average blood sugar levels over 3 months (values above 5.6 are not good and above 6.4 are quite bad)

â€" Liver function tests: To check if there are levels of liver enzymes that suggest sudden or long-term injury to the liver from nutrition and alcohol related diseases

â€" Kidney function tests: To check if there are levels of chemicals in the blood that suggest sudden or long-term kidney disease; 1 in 6 Ugandans in periurban areas have ‘significant’ reduction in kidney function, mainly driven by hypertension

â€" Blood clotting functions: (INR, Bleeding Time, Prothrombin Time) Tests to gauge if the person has either a tendency to form clots (clotting disease) or a tendency to blood for long, especially when the liver is ill

â€" Full blood count: To check for things like anaemia, high blood levels, possible infections

â€" Chronic Infections of concern: Hepatitis B, C, HIV, TB and COVID-19

Management â€" General

-All officers with hypertension should be started on one of many effective antihypertension meds

-All officers with diabetes should be started in appropriate medicines to lower their blood sugar

-All officers with high risk behaviours should be advised on a diet and physical activity plan, and supported with appropriate technologies and follow-up programs to stick to the plan; they should be empowered to do self-monitoring of some of these parameters like BMI, BP and they should undergo periodic re-checks

-All officers regardless of health status should re-checked every 3 years if they are above the age of 40, or have any of the risk factors. Those with diabetes

Management â€" Organ disease:

-All officers with a clot-forming tendency require EMERGENCY care in a specialized hospital setting; they should be given an anticlotting medicine as soon as possible and monitored constantly

-All officers with kidney disease should be started in an appropriate antihypertensive medicine with positive effects on the kidneys

-All with observable heart disease should be started on appropriate medicines either to reduce the BP, reduce blockage of vessels, correct abnormal rhythms or correct abnormal blood fats; life-threatening cases EMERGENCY care to prevent total blockage of the heart that can lead to a sudden or silent heart attach including medicines that widen the blood vessels or attention by an interventional cardiologist who may need to push a thin wire with a little balloon into their veins and into their heart vessels to try and unblock their grid-locked heart

â€" Those with liver disease should stop any habits that add to the injury (especially alcohol and cigarettes) and to take supportive medicine to allow the liver to repair itself. Those with total liver or kidney failure should seek a transplant.

Mathias Mpuuga has called on African and Asian legislatures to address the political governance issues in their respective countries if the two continents are to improve their citizen’s quality of life.

Mpuuga made the remarks on Thursday at a dinner he hosted on behalf of the Deputy Speaker of Parliament, Anita Among at the close of a three-day African and Asian Parliamentarians meeting on population and development.

The meeting attracted participants from the legislatures of Uganda, Kenya, Tanzania, Malawi, Zambia, Ethiopia and Djibouti. Others came from the Parliaments of Ghana, Bahrain, Pakistan, Tajikistan and Japan.

“There are three major threats that leaders must address without fear of contradiction; the first is governance because it all begins with leaders. By governance, I mean political governance,” Mpuuga said.

“I know when politicians meet, they become a bit feeble and scared of discussing the intricacies of politics because we don’t have uniformity given the different political backgrounds and political terrain [yet] when you filter the individual countries challenges, it all begins from political challenges,” he added.

The Nyendo-Mukungwe lawmaker further urged the parliamentarians to focus on the emerging insecurities in their countries, and think of alternatives to address the concerns of mankind.
“You can’t talk about humanity and population and negate a key component of health because it is life that directs everything. In times like this when humanity is under threat, leaders must rise in unison to address the emerging challenges, and convincingly debate them and offer plausible solutions,” Hon. Mpuuga said.

The meeting was convened as a follow up to the commitments leaders made during the International Conference on Population and Development (ICPD) which was held in Nairobi, Kenya in November 2019. This was at a time when the United Nations Population Fund (UNFPA) commemorated the 25th anniversary of the Cairo conference at which 179 governments adopted the ICPD programme of action on reproductive health and the empowerment of women and gender equality as pillars of sustainable development.

“He is your refuge and strength.We have questions that only God can answer. Our help is the name of the lord,” he counselled.

He thanked Ms Dora Kutesa the widow of the fallen General for her love and care for a period of 41 years in marriage.

“Maama Dora thank u so much for the gift of love, your husband testified it to me that you donated your liver to him,you gave him a second chance to live for a period of twelve years with your liver, I was really touched by that revelation because you fulfilled this vow of love that is equitable to Jesus who sacrificed his life for the sinners.” he added.

Lt Gen James Mugira who represented the Chief of Defence Forces said that UPDF is saddened by the loss of a liberator, a patriot, a freedom fighter and a national hero.

“Our condolences go to the family of Gen Kutesa, UPDF family and all the friends. He has served this country deligently and as a senior cadre his input was really needed.

The Permanent Secretary Ministry of Defence and Veterans Affairs Ms Rosette Byengoma praised the General for being a brilliant and intelligent officer, who superintended over the writing of the Uganda Defence Doctrine and the UPDF Establishment. She acknowledged that Ministry of Defence and Veterans Affairs cannot forget all his contribution towards the restoration of peace in this country.”

Also present at the prayers were former Minister of Foreign Affairs Hon Sam Kutesa, Lt Gen Joseph Musanyufu the Permanent Secretary Ministry of Internal Affairs, Managing Director Uganda Air Cargo Lt Gen James Nakibus Lakara, UPDF Joint Chief of Staff Maj Gen Leopold Kyanda among many other dignitaries.

The fruit vendors association is demanding for an independent fruits market. The development follows running battles between the road side fruit vendors and Kisoro municipal enforcement officers for the last two years.

Back in March, 2021, the road side vendors stormed the office of the town clerk Sharifa Nakintu but thanks to security intervention, the fruit vendors were advised to explain their concerns in a written document.

The vendors, in their document requested for a six months grace period in order to have ample time to integrate into the Kisoro major markets.

However crackdowns by enforcement officers resumed last week leaving some traders counting losses. A total of 700 pineapples were confiscated during an operation.

The Kisoro municipality mayor Ndyana Richard says the vendors who formally requested for a six months grace period need to vacate the roadside because that time period elapsed.

He further noted that all municipal authorities across the country received directives from the President, ministry of trade and District Security Committee to have street vendors removed from the roadsides in order to control the spread of covid-19 and for easy tax collection respectively.

It’s alleged that deceased stole pigs from the home of one of the villagers identified as Karusya Anyesi on Thursday night.

On Friday afternoon, Tugume, Nelson, Atuheire and Medard all grandsons of Mr. Karusya suspected Niwagaba Zepharino, 26, a resident of Burorane cell, whom they went and arrested, started beating and he revealed his other associates.

The suspect led them to the home of one Akampurira Justus, 20, of Omukibega cell who was also beaten seriously. At later, they also picked one Akampereza Dickson,22, a resident of Kabaira cell accusing them of stealing the pigs and were all beaten to death.

Elly Maate, the Kigezi police spokesperson confirmed the news.

“Police officers from Kabale police station preceded to the scene late in the evening, photos were taken covering the scene, sketch plan made and all the three bodies were taken to Kabale regional referral hospital mortuary pending postmodern. Inquiries are ongoing and efforts to have the suspects arrested are being made,” Maate said.
